If someone likes to live in VN for longer period, how he/she can get a permit of permanent resident?

If you are married to a Vietnamese person, it is straightforward. Otherwise difficult.

Has anyone been able to obtain a permanent or temporary residence only having married to a Vietnamese citizen?
Info from immigration is:
proof of purpose to stay in Vietnam (depending on specific cases filed appropriate papers: investment licenses, business licenses to establish industry, work permits, verification of board members, permits the establishment of representative offices, registration of marriage certificate, birth ...)
When I asked before they requested not only marriage license but also asked for work permit or investment license....

I spoke with a Vietnamese guy who normally does visas. He said he can handle getting the residency permit for you for a reasonable price, and the requirements won't be as strict as what you just described.

thanks Bill for the reply, after living here for more than 3 years and dealing with immigration and many other agencies and Vietnamese in general is that they are easy to make promises for what they can do or help you do. So you must be very careful about their promises unless you have first hand experience.
