I think there is an international school in Batangas. I forgot the name though but there is one. Maids here costs from P2000-P5000 depending on experience. If you're getting an experienced maid, then expect to pay more.
For private assistant for a special child, I am not very sure that I could find an agency that deals with that. But here, usually, expats hire private nurses for special needs. Or maybe a caregiver. Salary would range from P10,000 up. However, maybe all you need is a good maid then a good school for your child.

Hi Catrye!
Interesting how you chose La Union which is in the northern part of Luzon while Batangas in the southern part, probably 5-6 hours apart.
For schooling, the nearest IS is Brent International School, which has operations in Binan, Laguna (1 hour from Batangas, near the beautiful site of Taal Volcano in Tagaytay) and Subic (3-4 hours drive from La Union). Visit brent.edu[dot]ph

My godmother is a speech therapist located in Makati. I'm sure she can hook you up with someone near where you plan to move.
Living in the Philippines really is very cheap. You could probably get by on less than $1500/mo
