Hi - I just wanted to share my experience - that joining Portuguese classes can be a really good way of getting to meet people. Obviously other newcomers are likely to be attracted to language classes, and many more established incomers also come along to improve their Portuguese. If your teacher is Portuguese (and s/he almost certainly will be) this can be a good introduction to the local Portuguese community as well.
We are lucky here in Gois, Central Portugal, as we have ongoing FREE classes for beginners and improvers. I believe other localities also have classes provided, so I would recommend this as a first useful step for meeting people and making friends.
I have tried both and think one to one lessons are best. In my group classes not everyone spoke English which made it difficult for the teacher, people seemed more interested in socialising than learning and if one pupil didn't understand something we couldn't move on until they "got it".
At least with private tuition you can ask questions that you want answers to and make a fool of yourself when reading, which I do frequently.

Free lessons for foreigners are also available in Lousa, Casal de Ermio and Vila Nova de Poiares.
