                                      I've had a house in the area not covered by the detailed urbanistic plan (DUP) in the Tivat municipality.&lt;br /&gt;
&lt;br /&gt;
It was originally built in the eighties and the second floor was added in the nineties.   Both floors were registered in the municipality's kadastre (I was paying tax on it), but the house was (like almost all around it) marked as without a building permission.  &lt;br /&gt;
&lt;br /&gt;
I asked if I could obtain the building permission and build an extension, and the official answer was no, since they couldn't issue any building permissions before the DUP arrives. Unofficially was told I could built without a permission up to 250m2, which counts as a family home.&lt;br /&gt;
&lt;br /&gt;
I built an (small) extension and sold the house in 2007 without any building permissions. &lt;br /&gt;
&lt;br /&gt;
So in short, even though it is not legal, it is possible since &lt;span style=&quot;font-weight: bold&quot;&gt;it is not illegal&lt;/span&gt; either.&lt;br /&gt;
