Aloha! Even though this forum seems to be somewhat sparsely read, I'm hoping that someone will take the time to read this and be able to help me with a few questions. I've spent all day online to no avail.

Here's the situation: Two of my best friends in Cuba have recently won el bombo (the US Immigration Lottery) and have asked me to put up the affidavit of support for them. Since I left my teaching job in May and will be relocating to Italy, I asked my mom to do it and she said yes, not really understanding what it entailed/implied.
Here are my questions:
1)If we put up the affidavit, will my friends still be able to get government/charitable assistance financially?
2)Question 11 on form I-134 asks whether the sponsor intends to financially support the petitioner. If we put "no" will that hurt their chances of their application being approved?
3)If we put "yes" what are the legal implications?
4)Are their chances of their application being rejected heightened if they don't have an affidavit of support?

I may not even be in the country when they arrive and I'm pretty sure they only have one acquaintance in Miami. Can anyone tell me how the Catholic Charities or other non-profit support agencies work? Does immigration call them from the airport? What kind of assistance do they actually give them? Will they relocate them to "el campo" like in the film "Balseros" or can they choose to stay in Miami and receive assistance there?
Thanks in advance for any help/personal experience stories you can give me!
