Note: For expatriates, personal security is a major concern in Bogota. Surveillance equipment and security guards should be used at home. Kidnapping is a significant problem, with nearly 3,000 reported cases in 1999, and ransoms, in some cases, as low as $50. The war on drugs has brought reprisals such as a car bombing in an upmarket neighbourhood, which killed seven people. In addition the government is battling against guerilla groups, the largest of which, Fuerzas Armadas Revolucionarias de Colombia (FARC) and Ejercito de Liberacion Nacional (ELN), are thought to have 20,000 fighters and significant revenue, collected through kidnapping and drug trafficking.
