I got married in China a couple of weeks ago, I'm Malaysian,
and she's a Chinese national.

Before you start, be prepared to spend money and time.

Prepare the following:

-- 5 Passport size photos of you and your wife.
-- several photocopies of your MyKad/IC and your wife's Chinese IC
-- Several photocopies of your passport and your wife's Chinese Passport

Steps to get registered in China:

1) Get a Marital Status from the Bahagian Perkahwinan dan
Penceraian at the Jabatan Pendaftaran Negara
(http://www.i-putra.com.my/sites/Site.cfm?id=34)
The Marital Status can only be done at the Headqarters in Putrajaya.
They used to be in PJ but they were packing to move
on the day I went there in Dec 7.
Thank God they made an exception and granted me and another client
the last few Marital Status paperwork.
The Marital Status is done in 2 parts.
First you get a form from the JPN which
requires you to make a Statutory Declaration (Surat Akuan)
in front of a Commisioner of Oaths.
You are declaring whether you're divorced or single.
The Commisioner of Oaths can be found at the
Magistrate Courts or High Courts and
I believe there are several in Putrajaya (cannot confirm this).
Then, return the declaration form to the JPN officer
(may be done on the same day but don't expect this)
and then wait for them to do a search (cabutan) on their
database to check your marital status.
Then in about a few hours/days, you get the Marital Status document.

2) Translate the Marital Status document to Chinese.
And then you will do one more Statutory Declaration
about the intention of your Marital Status document.
I went to the Criminal High Courts opposite at the
Sultan Abdul Samad building in KL.
This translator is a Certified Court translator and this is her details:
Jenny Ho, Mobile (016) 316-1023 or Office (03) 2696-6206.
This takes around 2 hours.

3) Authenticate/Certify with Ministry of Foreign Affairs in Putrajaya.
Take the translated documents and make copies for yourself.
Take the KLIA TRANSIT or drive to Putrajaya to the Ministry.
The authentication is done at the Consular section.
About RM50 for all documents.
Can be done in less than one hour depending
on the number of other customers.

4) Get Chinese Embassy Endorsement.
Make another set of copies of the authenticated/certified documents.
Go to 1st Floor Wisma OSK on Jalan Ampang to the
Chinese Embassy Consular Section.
Wisma OSK is next to Ampang Park.
Fill in the Chinese Embassy's form, and give your documents.
Cost of the endorsement from RM80 to RM180 for express service.
Takes 2-4 days depending on you.

5) Go to China to get marriage registered.
We registered in Beijing because she is a Beijing resident (her hukou is
in Beijing). You need to bring 3 photos of you and your wife taken
together in color (about 6cm by 4.5cm).

Problems encountered:
i) They wanted my Chinese name on the Chinese translated
Declaration of Single Status to match my name on my passport.
So please make sure your name on the documents are exactly
matched.

ii) They wanted the rubber stamp of the Malaysian Ministry of Foreign
Affairs to be translated also. At the Marriage Registration office in
Beijing, there are name cards of a translation service. They can
translate English to Chinese in a matter of hours. So I rushed there
and got it done. It costs about 150 RMB.

The Chinese Marriage Registration costs 9RMB and they issue 2
certificates to you and your spouse.

6) Translate documents to English for registering marriage
with Malaysian Embassy. Your Chinese Marriage Certificate
must be notarized and translated to English
at a Public Notary office. There are several across the districts.
We chose one near Dongcheng.

7) Authenticate the translated documents with
Chinese Ministry of Foreign Affairs.
Go to the Chinese Ministry of Foreign Affairs and get
the translated documents authenticated.
This takes about 4 days or 2 days for
express service. It costs several hundred RMB.
Keep the receipt. This receipt must be presented to the
Malaysian Embassy officer when you register.

Cool Register with Malaysian Embassy in Beijing.
Make 2 sets of copies of the authenticated documents.
Bring your wife and authenticated Chinese Marriage certificates
and copies of your passports and 3 passport photos to the
Malaysian Embassy. First call ahead to make an appointment.
This costs about 180RMB.
It takes about 1-2 weeks. I got it in one day Smile

It depends on your need. The purpose of this step (Statement No.6 as mentioned above) is to obtain a Certificate of Marriage (Sijil Perkahwinan in Malay ), which may be issued at Malaysian Embassy in China, or the Registry of Marriages in Malaysia.

Some couple, especially those currently working in China, may choose to stay in China after marriage; in that case, it is more convenient for them to register with the Chinese Marriage Registrar followed by Malaysian Embassy in China.

If you are working in Malaysia, and plan to come back to Malaysia after your marriage, you may choose to register with Registrar of Marriages in Malaysia.

The documents required by the Registry of Marriages in Malaysia will be slightly different from that required by the Malaysian Embassy in China.

Apart from Form KC06, Passport-sized photo,I.C, Passport, wedding photo / wedding card as evidence of marriage, you still need to submit / show the following.

1) Certificate of Marriage in Chinese (bring along the original and its photocopy)
Photocopy of Certificate of Marriage, with translation into Malay/English

2) Notarial Certificate of marriage (bring along the original and its photocopy)
Photocopy of Notarial Certificate of Marriage, supposed to have one page in English

Just wish that you are still here to answer my question.

I wonder if we can just register with Chinese Marriage Registrar in other province; like Kunming, Yunnan? As I know there is a Consulate General of Malaysia in Kunming now.
